Default Illinois Tax

Hello - have set up my first store and now seeking approval from multiple merchants in multiple networks. Just learned that my home State of Illinois had an internet tax ("Amazon tax") that was deemed unconstitutional in 2012. Amazon prohibits affiliates in Illinois at present. I'm confused as some merchants immediately declined approval based on my State, but others approved, even though my registered network profile indicates Illinois. Some merchant Terms and Conditions mention "prohibited" jurisdictions and Illinois, while some don't. Does anyone know the situation with affiliate marketing for Illinois residents. Am I free to promote products if the merchants approve? Thanks!
