Hi

The only thing I could find regarding this is this: "Bing has added URL normalization suggestions. URL normalization allows you to tell Bing which URLs in your site have query parameters."

I could not find any documentation on Bing's site regarding this message therefore I don't know what to suggest. The only thing I can suggest is contacting Bing Webmaster and asking them about this.
